Processing Offences

Overview

There are two main systems used for processing offences. The mother system is the Vehicle Procedures Fixed Penalty Office or VPFPO for short. The film recording system that intergrates with it is called ERIC

Fixed camera Sites

All sites are commissioned and certified in accordance with Home Office and Department of Transport Guidelines. Certification certificates for all sites are held at the Central Ticket Office, and are the responsibility of the Camera Technicians and the relevant council. All reported offences are then entered into an operating system called ERIC . Films are then viewed to obtain correct offence/data details.

The registration number is checked, using the Police National Computer, to obtain the details of the keeper of the vehicle. All data/offences are exported onto the computerised Vehicle Procedures Fixed Penalty Office (VPFPO) system.
These details are sent overnight to the DVLA at Swansea where another check is made of the keeper details. The notices of intended prosecution are then sent out, within the statutory 14 day period, to the registered keeper recorded on the DVLA database

Fixed Sites.

Basically the camera technician loads videotape into the machine and then carries out a visual inspection to ensure nothing is amiss.

Records of all these checks are logged in the technician’s notebook. In the event that a site is at fault then it is not used until the fault has been rectified to the satisfaction of the Senior Camera Technician.

About a week later the Tape is removed and the offence process commences

Mobile Sites

In the case of mobile enforcement, the officer assesses the speed of the vehicle as being in excess of the speed limit for the road and uses the equipment to corroborate this by taking a single photograph. At the same time a video is recorded which acts as supporting evidence. The details on the photograph show the date, time, site code, officer details, speed and direction of travel. Step by Step detail

1       Static or mobile camera records speeding offence.(as above)

2       Offences are viewed by operator and are imported into VPFPO system

3       Unique reference number created for each offence by VPFPO system.

4       Electronic link with DVLA provides keeper details.

5       Notice of Intended Prosecution automatically generated, printed and counted.

6       NIPs processed through automailer and counted.

7       NIPs counted and posted. This ensures continuity and dispatch within twelve days
